How to factory reset an iPad 6th Gen and erase an account?

My husband's friend gave him a iPad 6th generation as a gift that was given to his friend. And I have did a reset on it three times now and I still can't seem to remove the old accounts on the iPad. Is there a way to completely factory reset and erase the account?

If this is a used device, the previous owner needs to go to https://www.icloud.com/find/ and erase the device, then remove it from their account. If they won't do that, the device is useless. Apple won't unlock it.
