That depends whether you bought the iPhone from your carrier or from Apple directly. Regardless of that, you can use the active service SIM from your iPhone 12 Pro Max and install it in your new iPhone 13 Pro Max. This will transfer the active cellular service from your old iPhone to your new iPhone.
