What was the result when you followed the instructions in the Related Article above your name on this page, that you were reading just before you posted here?
If it asked for an Apple ID and it didn’t accept what you entered that means that you didn’t set one up when you enabled the Screen Time passcode. The only solution, then, is to restore the phone to factory settings and not restore a backup unless you have one made before you set up the screen time passcode→Restore your iPhone, iPad, or iPod to factory settings - Apple Support

If it isn’t accepting an Apple ID the only way to clear a screen time passcode is to restore using a computer. It does not have to be a laptop. It can be any Windows PC (including a Surface) that runs Windows 7, 8, 10 or 11 or any Mac. If you don’t have any computer and can’t borrow one you can make an appointment at an Apple store or Apple Authorized Service Provider. Apple will not charge for restoring your phone; for a 3rd party provider you would have to ask.
i tried to type in my password then I clicked forgot and I typed in my Apple ID and it didn’t turn off the password it reset to 60 minutes I don’t have a Mac by the way
You don’t need a Mac. You can use iTunes on Windows 7 or later.
