ICloud storage to 200GB
If I increased my ICloud storage to 200GB, is that increase effective across my Apple devices- Iphone, IPad, Macbook?

Yes. iCloud storage plans are linked to your Apple ID and the storage is available to all of your devices that are logged into that Apple ID (and to other Apple IDs in your family if you turn on Family Sharing of iCloud storage).
