Apple Pay and cash

Hi! So I did a software update on my phone yesterday and it logged me out of my Apple Cash and Apple Pay. When I try to set up my Apple Cash it won’t allow me it keeps saying “ Apple Pay Cash unavailable Apple Pay services are currently unavailable please try again later.” I tried again today and still doesn’t work. I tried resetting my phone, logging in and out of my Apple ID, Turing off my face ID passcode, checking my region that it’s set up to the U.S. I don’t really know what else to try. I also had some money on my Apple Cash so i don’t know how I’m suppose to get it back if I can’t even set up my Apple Cash again. If someone can please help me.
