this problem happens on all applications and persists if I use a different Apple Pencil.

Until the fault is properly diagnosed, it is impossible to determine the likely remedy. However, as described, you very likely have a screen hardware fault that will entail repair or replacement of the iPad.
Apple often exchange faulty devices in preference to repair - as this is much faster and causes the customer far less inconvenience.
You really do need to seek assistance from Apple Support - who have the diagnostic tools to assess the health of your iPad. Your iPad may have an intermittent hardware fault.

Yesterday night suddenly the screen worked ok, today it went back to working like this, can't that mean that is is not a hardware fault? and won't it be very expensive for me to replace the entire Ipad?
But does this mean my screen in broken? Will they be able to fix it without a replacement?
I went to the store, they charge me 490€ to replace it for a new one, I don't have that money I need something I can try myself...
