I could not activate my iPhone 8 Plus when I remove my sim from phone it’s directly connect with WiFi connection and iPhone show display

but when insert sim iPhone show ‘activation required ‘

The iPhone requires a SIM inserted in the phone to activate. See this, If you can't activate your iPhone - Apple Support
