Apple ID Locked - assistance please

We have an iPad where the elderly non-tech user has managed to get the Apple account locked. Selecting the reset email option send email to her account which is the same as her appleID - so we cannot even see the unlock email. She is unable to remember her security questions.


How do we fix this please ?
