Adding an Account Recovery Contact for iCloud doesn't work as expected (on Monterey)

I spoke with Apple Support earlier today who confirmed the problem. As a workaround, in addition to all the stated prerequisites, make sure that your designated contact candidate uses FaceTime or Messages.

Here are some steps that I took to get the feature to work:


1) Make sure that the recovery device (iPad in my case) has a passcode/password enabled

2) Make a FaceTime call between devices

3) Use Messages to send messages between devices


After I did this, I was able to set an account recovery contact for the Mac and also for the iPad
