Since it's still not working, trying it in a new user may be helpful. This will allow you to know if it's system wide or just your user settings. Follow these steps to Set up users, guests, and groups on Mac.

If you still see this behavior when set up as a new user, Contact Apple Support for the next steps after that.

Sounds like you've done a few steps to work on isolating this issue. Since this is happening on multiple devices, we'd like to continue isolating it further.

Have you tried to see what happens if you test this out in safe mode? This will allow the Mac to try to resolve any errors and stop login items from loading. How to use safe mode on your Mac

I too am having this problem. I tried starting my MBP in safe mode like perariab did and that too did not fix the bug. I created a new user (an admin) as suggested and that did not fix the bug.
