how do I shutoff Focus

My new iPhone 13 Pro does not alert me when email or messages arrive. I tried everything I know to fix this and failed.

Focus is just like Do Not Disturb, you turn it off and on the same way. However, Focus would not change just email or message, it would turn off all notifications, unless you had made a custom setting for Focus. The Related Article that you came to the forum with would explain that. As far as your email and message notifications, I would check Settings>Notifications to ensure you have them configured correctly. Also check volume, and the Mute switch on the side of the phone to ensure it is not in silence mode.
