My friend can’t still access the music on his phone after adding him on my family plan I JUST SUBSCRIBED TO, what’s up with that?

Assuming you followed all the steps in:

Set up Family Sharing - Apple Support

Get an Apple Music family subscription - Apple Support

Your friend might be able to fix his issue by turning Sync Library off for all of his devices, then turning it back on again.  Learn how.
