Purchasing a WiFi+Cellular model of iPad does not commit you to provisioning Cellular service, but does provide future flexibility to do so.
There is another compelling reason to opt for the Cellular model… specifically, the addition of GPS location capabilities that are otherwise missing in WiFi Only models of iPad.
