You can’t. The organizer (the person that sets it up) needs a Mac, iPhone, iPad, or iPod Touch to do that on.

Activate Family Sharing - Apple Support

Note that the subscriber and organizer do not have to be the same person. A subscription that supports Family Sharing from any of the group members is shared will all of the group members.
