How to disable the title bar in fullscreen?

In MacOS Monterey when my cursor goes on the menu bar while in full screen the title bar for the application drops down. This makes it rather difficult to quickly switch tabs, as when drag my cursor up it hits the top of the screen dropping the title bar which blocks me from switching tabs. How can I disable this and just control the window with hotkeys or the menu bar? (No, I'm not talking about the menu bar, but the title bar of the application)

MacBook Pro 16″, macOS 12.0

The am I stuck with the title bar covering my tabs when I bring up my mouse or is there some alternative? Could I edit the app files to disable the title bar?

Yes, but now they get pushed down a lot, taking up screen space and making me move mouse back down every-time. It's just clunky and unnecessary. If safari can disable it there must be some api the program can use to toggle the title bar. I could just then create a script to call that for each program.

Okay. I just booted my Monterey install with Brave. I have "Automatically hide and show the menu bar in full screen" enabled in System Preferences > Dock & Menu Bar. When I mouse up to the top of the screen, The Tab bar is not covered.

I never use full screen so it's not something I would notice. I don't have Chrome installed in any of my Macs. I do have Brave installed on one Mac but not one that's handy at the moment.
