What username did you try to use in the Account name field? It might be reserved by the system.

There are many hidden user accounts that exist to run certain services. Here is a list of them (these names cannot be used):

Also, are you sure you reset your Mac correctly? To find out:

1. Start up in macOS Recovery.
2. When the list of utilities appears, go to the top of the screen and select Utilities -> Terminal.
3. Type this command and hit Enter (Return): diskutil apfs list
4. Post the output here.
