Apple ID balance
I try to use my Apple ID balance for anything and I get the message that iTunes is unable to process gift cards at this time. What’s up with that?

Your balance doesn't involve gift cards unless what you are really asking is about problems redeeming a card to your balance to then use. It's two separate things.
