Installing apps to iPad Mini 3 running on iOS 12.5

I have an iPhone 12 and my wife recently gave me her iPad

Mini 3 which runs iOS 12.5. I cannot download some apps such as Netflix or

Amazon on that older iOS. Is there any way that I can download apps I'm using

on my iPhone 12 to my iPad Mini 3?

If you've already downloaded them on the Apple ID you're using with it, no; older versions will only be available if the developer has left them there.
