Apple Pay zip code issue
Apple Pay keeps saying the zip code doesn’t match the city but it does.

A few things to try:
Check that your ZIP code is correct at appleid.apple.com.
Your ZIP code may match your city, but is not the "correct" city for the address verification service. I've had experiences where the "primary" and "secondary" city names were flipped in whatever address verification service is used. Eg. the 53211 ZIP code for Shorewood, WI should may be addressed to Milwaukee, WI even though those folks do not live in Milwaukee. And, also with new ZIP codes that cannot be found. Try the USPS tool https://tools.usps.com/zip-code-lookup.htm?citybyzipcode to see recommended and recognized ZIP codes and city names.
You may also want to check that your billing address is correct on the card. Settings > Wallet & Apple Pay. Select a card, scroll down to billing address.
