My iPhone is set to store photos in the cloud, but they do not show up on any other device (my laptop for instance)

I am not seeing any of my iPhone photos in the cloud when I try to access them with my laptop. The phone is set to store photos in the cloud, but isn't working.

iPhone 13 Pro

I just realized that the photo app seems to be on pause, and is really really slow to resume downloading. But they are slowly coming. So I guess that is the answer to my question....
