The person who locked the iPhone is the only person that can unlock it and it is usually locked in that fashion if it has been lost or stolen.

Above replies are correct.

Apple won’t tell you about the Apple ID holding the Activation Lock.

Apple also won’t contact the holder of the Apple ID for you, either.

Recycle it.

Unless the Apple ID involved is yours, you can't. It's an anti-theft measure.
