I had the same problem, but I resolved it by creating an app password via the exchange web portal. When I used that new app password I could connect to the mail server again.
What does the Mail finder item Connection Doctor and see where it is failing!
Ok, I got what you mean with "Application password". But somehow that shouldn't be needed for the newest version of the Apple mail application:
If this is indeed the case it would imply that Apple mail on Montery doesn't support "modern authentication".
Not sure if I should add here or create a new discussion.
I have the same problem.
The connection doctor shows the following message:
Could not connect to this Exchange server. Check your network connection and that you entered the correct informatin in the Account preferences. Also verify that the server supports SSL etc.

When trying to activate the account it claims its unable to verify my login credentials.

I have deleted and recreated the account.
Outlook on the same machine works fine using the credentials refused by apple mail.
The "bad account" is working fine in apple mail on another machine under Big Sur using the credentials refused on the Monterey machine.

Any suggestions as to how I can fix this without downgrading the OS?

Are you saying that changing the password in the webportal fixed your issue?
In my case the current login credentials are only invalid when using Apple mail in Monterey. Using outlook on this machine works fine and using Apple mail on a big sur machine with this account also works fine.
