When you say "ampersand", do you really mean this symbol: &. ? Or is your problem actually making this symbol: @ , which is called the "at sign"? Because no keyboard that I know of puts & on the 2 key.
If your problem is in fact how to make @, you need to go to system preferences > keyboard > input sources and make sure you have only ONE item on that list, and that the name of that item corresponds to the language of your keyboard.
When you get " instead of @ for option 2, one possibility is that you have mistakenly got "Spanish" or "Latin American" on your list. The correct keyboard is called "Spanish ISO". Use the + button to add it and the - button to remove "Spanish".
If your keyboard is not for Spanish, you need to tell us what it is, because there are dozens of different ones.
How do i enter an amparsand sign in to a document. OPTION AND 2 NOW ONLY PRODUCE THE FOLLOWING SIGN WHICH I HAVE REPEATED THREE TIMES " " ". UNTIL RECENTLY THIS COMBINATION OF KEYS RESULTED IN THE AMPARSAND SIGN, SO NOW I AM NOT ABLE TO INCLUDE THIS CRITICAL SIGN IN FOR EXAMPLE EMAIL ADDRESSES. HELP PLEASE.
This is an ampersand: &
Do you mean this: @, if so that is an AT symbol. In English layout it is in fact on the 2 with the shift key not the option key.
On the Spanish keyboard layout, it is on the Q key while holding down the Option key.

The keyboard layout where @ is on Option Q is called "Latin American". On the more common Apple "Spanish ISO" layout, @ in on Option 2.
