FedEx delivery issues

Have you had problems with FedEx Apple computer deliveries? Our delivery service is terrible, most recently we ordered a new desktop which FedEX left outside on the ground, far from the house, in damp conditions, and only partially covered. We have had multiple issues with FedEX delivery as have many others in our neighborhood. I have tried to give feedback to Apple but no luck. They use UPS to send in old computers but not for new ones. This computer could have been ruined. Does anyone know how I get to the 'right' person or department to issue a complaint. Thanks!
