How do I unlock the iPod I got online if I no longer have a way to contact the person I got it from and my apple id isn't linked to it yet

It wouldn't matter when it locked, it was never released from the owner. Return it.
Unless the website you bought it through offers buyer protection, yes.
Units don't lock themselves; this generally means the seller didn't or couldn't remove the lock.

It died before I got home and when I charged it and turned it back on this is what it says quick start if u have an iPhone or iPad running ios11 or later bring it nearby to sign in automatically.
If u want u can also set up this iPod touch manually
So u mean to tell me I bought this iPod and because it locked itself before I got home to figure out how to link it to my apple account I'm screwed out of my money
