Drag to Tag on Apple Notes

Is anyone else having this problem and is there a solution.

Either I am doing something wrong or Apple really just screwed the pooch in this one, seriously, such an awful implementation… or maybe it is me, I hope so.

If I select a note from the list view and drag and drop it to the sidebar in order to tag it, it only works for tags that are to the right of another tag.

If I am trying to drop it on a tag sitting flush against the left side, all I ever get, and I have tried about 20 times, is the note opened to the left in a new window so I have a split view with the single note on the left and the rest of the app on the right.

But no tag.

What am I doing wrong ? This seems so colossally dumb on Apple’s part or is it me ?
