Apple Music crashing
Whenever I press the “block” button on a username of who can follow me on Apple Music the app crashes and will not block.

From your post it appears you are having an issue with Music crashing.
Power cycle the iPhone using these instructions: Restart your iPhone - Apple Support. While simple, this can refresh the iOS, apps and connections.

Keep in mind that if you remove the Music app, all the music downloaded locally will be removed and need to be downloaded again.
