When I pull plug my iPad into my laptop via USB the ipad displays “Not Chargjng” yet it is. What causes this? When I unplug the cable between the laptop and ipad after anout an hour the charge percent has increased from below 5% to 21%. Why is nor charging reported incorrectly?

Be aware that most models of iPad require a USB Power Adapter rated at 12W or greater to reliably charge. 5W Power Adapters, principally intended to charge older iPhones, are generally inadequate to charge an iPad; if the iPad charges at all, charging will be very slow - and you may not see any indication that the iPad is charging.

The 12 watt standard is easy to remember. As far as I know, all iPad/iPhone charging remains at 5v so a charger rated 5v/2.4 A or higher should work fine. Thank You!
Whilst 5V is the basic bus charging voltage, USB PD (Power Delivery) can operate at higher power/higher USB supply voltages - such as 9V, 15V and 20V.
