I have bought a storage unit and it came with an Apple IPhone 11Pro Max that is linked to an account. As much as I would like to use it, I would like to send this phone to the original owner. Is there anything I can do to do that?

There is no way to do that. If you turn the phone on it might display a message placed by the phone’s owner. You should consider letting the store where you bought the storage unit that you have the phone in case the owner checks with them.
they cant share the previous owners information as it is against the law and they dont deal with the property of the previous owners as the typical reason is they stop paying regardless how many times they have reach out to the owner for a payment for the storage unit.

Recycle it then. Unless you were very lucky you would eventually discover it would insist upon the log-in information that was used to set it up.
