I do not have screen time setting on at all, but I get this message every time I try to go on YouTube. It’s only kid videos that we’re trying to view. Not sure why, it started very randomly, I didn’t change any settings.

It looks like you are getting a message "sorry you can't access youtube for mobile web with your account" when trying to access YouTube but you don't have any Screen Time settings on.
It looks as if this is not related to Screen Time Use Screen Time on your iPhone, iPad, or iPod touch but an issue with your account related to YouTube. From the developer check out Can't access YouTube with your account and for assistance contact them directly YouTube Contact Us.
