If you haven't purchased FCP already, you'll need to find a Mac running Big Sur or Monterey and purchase FCP using *your* AppleID on that Mac. Then go to your Catalina Mac and using your AppleID, open the App Store app and click your name at the bottom left. You should see FCP in the list to download. It will complain that you can't run the latest version and offer the latest that will run on Catalina, which is 10.5.4.
