Settings Correct, But Still Taking HEIC Photos

I changed both settings on my iPhone 11 (to Camera/Formats/Most Compatible and Photos/Transfer to Mac or PC/Automatic) and yet my phone is still taking photos in HEIC and sending them in HEIC as well. What do I do?

iPhone not receiving pictures I have an iPhone 12. I'm not receiving pictures sent through a text message. I've made sure the MMS is on. The network is connected and working. I've reset the network.
