Home Button stopped working. Touch ID fails. I cleaned with Isopropyl Alcohol. No success. Do I need to take it to an Apple Store?

Yes, you need to make a Genius Bar appointment to take it in. The Home button on the SE is not an actual physical button, it reacts completely to touch with haptics. See this for making your appointment, Genius Bar Reservation and Apple Support Options - Apple
