If you have an iPhone and an iPad signed into the same Apple ID, the iPad should offer the iPhone's phone number for selection as a reachable form of address and as an origination address.
If you do not have an iPhone on the same Apple ID, no phone number will be offered.
The "phone number" assigned to a cellular iPad cannot be used for messaging or making phone calls; it is used administratively.
