when manually adding a face can't move circle on photo

Have naturally restarted both Photos and iMac.

iMac Line (2012 and Later)

Answering my own question: while looking at other photos noticed the "Click to name" was duplicated in several photos including the current photo. Xed out of them and now I can move the circle. Hope this helps.
