It is your carrier not Apple.

Check for carrier update.

I'm not going to waste time arguing over facts, did you check where I said and read the article and tried all the actions?

Most users follow the instructions successfully.

It is a particularly American thing where cell carriers try to control your phones, doesn't happen where I live.

But don't let facts spoil a good argument.
