What is error 9 when it says it can’t update

I got locked out of my iPhone my passcode didn’t work/I forgot it I just had changed it and I evidently didn’t hit the keys that I thought, now I Am trying to restore and am having no luck, it says error 09

iPhone 6s Plus, iOS 14

If you see error 9, 4005, 4013, or 4014 when you restore your iPhone, iPad, or iPod touch - Apple Support

Usually you see that when you're attempting to restore your device, not update it. Does this help? If you see error 9, 4005, 4013 or 4014 when you restore your iPhone, iPad or iPod touch – Apple Support (UK)
