Activating a new iPad mini

do I need a SIM card to activate?

if so can I use the SIM card out of my iPad mini 3?

if not do I need to schedule an appointment at the apple store to get the card and activate or do I need to go to Verizon?

iPad mini 6 Wi-Fi, Cellular

You just need a WiFi connection to complete activation. No SIM required.
