my iphone keeps blocking my contacts without my input

My iphone keeps blocking all my contacts. I have tried to remove syncing with icloud, deleted my contacts, reset the phone, got a new phone, all to no avail. I am getting super frustrated now. Any help?

I've closed the app - no luck. I've powered off and restarted. I saw a related topic where a solution was to hold the power down button simultaneously with the sleep/wake button and wait for the Apple logo ignoring the slide to power off.
