unable to load photo an error occurred while loading a higher quality version of this photo

When I switched from my old phone to my new phone this error message has appeared when I try to select lots of photos. They are not on my icloud account either (does this mean they are unrecoverable?!)

I've tried the following:

• restarting my phone
• deleting the photo and reinstating it
• Freeing up internal storage (i've got more than 30BG available)
• Switching to 'download and keep originals'

I'm using the latest iOS.

Can anyone help with this issue? Thank you
