Yes, you can but only if your current App Store cash is zero. If not, You must spent it all before changing. Otherwise, you will have to contact Apple staff to do it with you . Already done that with them and that worked fine.

You can't do it at all. Having unspent store credit is just one of the obstacles to switching countries; people need to meet the criteria I listed in my first reply to be able to change them.
