my phone is new and it appears alot of people got the same thing happening if not all , maybe its something in the screen hardware , it doesnt affect my usage of the phone but it just looks weird, what might it be

Why would you make an assumption that perhaps ALL people have whatever it is you're seeing on your iPhone? Apple has sold close to 90 Million iPhone 13 models and if this was a widespread issue, this forum would be flooded with complaints. But it's not. That doesn't mean you don't have something, but that's what a one year manufacturer warranty is for. Show it to the Genius Bar at your Apple Store and if there is an issue with your phone, they'll take care of it.
Unless you've asked every single owner of an iPhone 13 Pro Max if they've got "weird circles" on their "iPhone screen that appear with smudges" you cannot claim that this issue affects every single owner of an iPhone 13 Pro Max.
