How do I upgrade my older iPad to 10.0? I can’t download any apps.

If you're referring to an iPad 3 or earlier, or a first generation iPad mini, you can't. Otherwise, use a computer or the Software Update function in Settings.
It's not possible to update to exactly 10.0 regardless of what model it is.
