How can I get more free space on iCloud? I buy new iPhone 13 pro max and I won’t to transfer my information from old phone but my storage is full

You can’t get more free space; you can “rent” space for 99¢ a month. So one option is to do that for a month.
You can also use quick Start, which doesn’t use iCloud→Use Quick Start to transfer data to a new iPhone, iPad, or iPod touch - Apple Support
Or you can back up to your computer and restore the computer backup to the new phone. If you choose this route encrypt the backup or some personal data will not be included, such as health data and passwords. But don’t forget the backup password, because there is no way to recover it.
