How come im not able to create an iCloud account
every time I try to create an iCloud account for mail it says there was a problem turning on your email, try again which I don't know what that means

I’m here assuming you are not seeking to use the Apple ID for anything other than for mail.
Create the Apple ID on the Apple website, and configure and use that as your not-iCloud email.
