The resolution to this issue is often making sure you have entered a credit card or other valid method of payment* even if you don't plan on needing to use it. The document 'If you can't remove your last payment method or use no payment method with your Apple ID' ( https://support.apple.com/HT203905 ) mentions, "if you're using an existing Apple ID with the App Store for the first time, you must provide payment information."
If there is an option to select "Review" or "Continue", select that and enter valid payment information if required. If there's problems doing this:
On a mobile device tap: Settings > [your name at the top] > Media & Purchases > View Account > Review Apple ID.
Alternatively this document explains how to 'Change, add, [review,] or remove Apple ID payment methods' on an Apple mobile device, a Mac, or a PC; click here --> https://support.apple.com/HT201266

If you continue to have problems contact Official Apple Support - Select your region from the list and then your country from the pop-up window. If you do not see your country, see if there is an "other" listing for that region.

I suggest you also send feedback to Apple about the looping issue. I see this posted at least daily and while there is a workaround, it's clearly a feature that is not working for everybody, or needs better explaining. Try entering your Apple ID email address and see if it then prompts for a password. As I said previously, the review button just takes you another item in the settings menu that you can get to through that menu.

I could not get out this loop using your method. Maybe just me but the review AppleId just doesn't do anything.
I had to create another id, this one in France to be able to use this iPhone.
Now, when you say "Apple asking for a payment method is universal as far as I know" I can report that it is not. The locals were right. There is a "none" menu item I don't remember spotting before in the payment method section. I would be curious to know if it exists. Maybe that's what you did if you never entered a credit card number as you said. Since the loop prevented me from any review, hard for me to tell. Anyway, I could select it and go and download free apps from the store after going to the same first time popup and not going into that crazy loop. Note that when reviewing the profile, there is an error in red in the payment method saying that the system was unable to retrieve this data, or some like that.

I read the document you pointed me to and I think I start to understand some of the problem.
On the problem itself, there has been some variations as I was trying to understand but I am now getting the popup with the cancel or review options. When choosing review, another one ask me to login. Upon entering my password, I go straight back to the same first popup cancel or review. I could loop for ever in there, no explanation, nothing. Anywhere else in the software industry I lived 40 years in, it’s called a endless loop or simply a bug. They should at least say the ApplId configuration is rejected and specifically why, give the user a chance to understand instead of guessing and correct the issue.
Now, on the reason why my AppleId would be rejected by iTunes Store, let me say first that both my credit card or my PayPal in there are perfectly valid and founded.
The only reason I could see for their rejection, if all this is true, is that they are US credit card and PayPal account and the phone is not,. I find that rather far fetch and I kinda hope there is something else.
Maybe the fact that my AppleId is also US based and the phone is not could also be an issue now that I think of it ???
Worse, in the country where the phone was bought, Martinique is part of France, the court made illegal for Apple and others to ask for credit card to access free stuff if locals are to be trusted and iTunes Store is apparently not requesting it according to them. They just can’t buy anything until they do add it but are allowed to download free stuff.
So the must enter a credit card in the document should not even apply here according to iPhone users down here.
I have lived my retirement sailing the Caribbean for six years on my good old boat calling people back home on WhattsApp and watching SNL and stuff on an Android from Martinique, same kind of deal, just wanted to keep on doing it on a better phone, can’t do that on an iPhone ?
Provide feedback about the looping issue. If enough people complain then eventually Apple might do something. I sent them feedback a year ago about this.
In the meantime, just use the method I posted about. The "review" button just takes you to an interface which you can get to through the Settings menu anyway.
Apple asking for a payment method is universal as far as I know, with the exception of items that are 100% free. That means no "free trials" that roll over into subscriptions. I live in the USA and I have never entered a credit card. I do, however, have a dozen apps that are completely free. At most they offer in-app purchases but you don't have to buy those.
