Yes, that is possible. Each member of the Family Sharing group will need a valid Apple ID account. The organizer would invite the other group members by their Apple ID account. The organizer does this from his/her iPhone, iPad, or Mac. For subscription content, it is not needed to activate Purchase Sharing within Family Sharing.
