iPhone 8 won’t scroll while it’s laying flat.

Hello; iPhone 8 won’t scroll as it did. I haven’t changed any settings. It scrolls just fine unless it laying face up on a surface and then it won’t scroll at all. The screen/ app etc are visible but the screen won’t react to touch.
