Apple Watch locked on my old iCloud

I can’t get into my old iCloud my Apple Watch says the iCloud has been locked but I got a new phone and couldn’t get into my old iCloud so I made a new one and forgot about my watch being connected so now my watch won’t unlock and I can’t connect it to my new phone I called many times before and they said my iCloud isn’t locked but I’m scared to log out of my iCloud on my phone if it won’t let me back in like my old one did
