Any way to convert basic Apple IDs to business managed accounts?

Just curious if anyone else has run into this. We have several Apple IDs that were setup as personal accounts but we are now fully up and running in Apple Business Manager and there doesn't seem to be any way to move the accounts over.

I spoke with an Apple rep who informed me that it is not possible. He explained to me the only option we had was to enable Federated Authentication which doesn't actually help in this instance.

I spoke with another Apple rep though who seemed to insist that it was possible so I'm confused.

I don't even know if it's even possible to delete the existing accounts and re-create them as managed accounts.

It is not possible to move accounts over, however, accounts used for Podcasts, Apple Developer Program, and iTunes Connect may have ownership transferred. For these, you would federate, log into the old account and change the email address to something like gmail, then invite the newly created federated account to manage the service. Once management is accepted, you will transfer ownership to the federated account. It's not really an easy process, but it is possible.

Beyond those specific scenarios, nothing can be transferred, including purchases.
